Hayat Tahrir al-Sham began exploiting the vacuum left by ISILs eventual defeat, and after its takeover of Idlib, the group established local councils in rebel-held areas.   With the Free Syrian Army largely in disarray and fighting on multiple fronts, in early 2019, Hayat Tahrir al-Sham began launching attacks against the Syrian government and its allies. At first, the group refrained from attacking regime positions in rural areas, focusing instead on targets in regime held towns and cities.  In January and February 2019, however, Hayat Tahrir al-Sham launched several military offensives against Jisr al-Shughour, a small town on the Lebanese border.  The attacks on Jisr al-Shughour failed, and HTS retreated, reportedly taking several hostages.  The group maintained control of Jisr al-Shughour for several months, but ultimately gave up the town in September 2019.  The group also launched repeated attacks against the town of Khan Sheikhoun in Idlib province from February 2019, a site of prominence for its opposition operations against the regime, and controlled several key military sites along the main Damascus–Aleppo highway.  In March 2019, Hayat Tahrir al-Sham also attacked Al-Marja, a main base of Hezbollah and its allies at the northwestern edge of the Syrian capital. 
After Hayat Tahrir al-Sham captured Idlib city in April, it proceeded to break the ceasefire agreement signed between the group and the Free Syrian Army. In July 2019, HTS attacked several FSA positions near Manbij, with the FSA complaining that the group fired on vehicles carrying FSA fighters and the civilian population.  In September 2019, HTS also attacked FSA positions near Azaz and continued to occupy the city.  HTS also captured several towns around the city of Idlib in September, with an FSA representative stating that the group was operating in areas that should be under FSA control.
